Chenega exp Federal JV (CXF) is a Joint Venture between Articus Solutions, LLC, a certified 8(a) Small Disadvantaged Business and wholly owned subsidiary of Chenega Corporation, and exp Federal Inc., an AE firm with a 50-year history and the support of 3,000 professionals in over 100 offices worldwide.

For over 5 years, Chenega and exp Federal have supported customers in crisis and conflict areas around the world. This ongoing partnership solidifies our dedication to providing quality and reliable service, with proven experience on Federal projects within the US and worldwide. The SBA Mentor-Protégé agreement was approved by the SBA, and the Joint Venture was approved in April 2023.

CXF coordinates the management of multiple buildings to ensure quality customer service and support by assessing customers’ needs and meeting, if not exceeding, their expectations. We coordinate and implement large-scale projects for the buildings, including coordinating the work of contractors for construction and renovation projects, reviewing the quality and quantity of work performed by contractors, creating management reports and checks, managing any necessary corrective actions, establishing and administering control systems and developing procedures for technical service operations. CXF provides a dedicated team to work with the customer to ensure the buildings’ operations, renovations, and modernizations proceed smoothly and efficiently.

Past Performance

Supporting the Defense Acquisition University (DAU) in Fort Belvoir, VA. 

CFX partners were tasked to provide modernization construction services to Building 206. The building was originally constructed in 1920 as an army barracks, accordingly the building’s exterior was considered historic. CFX, with the use of exp Federal designs, was tasked with design, and demolition including abatement and renovation and construction management of the renovation. They provided Construction managers, Construction Superintendents, quality assurance professionals, and admin support personnel. The primary goal was to provide an Auditorium and office space layout that met the programmatic needs of the end user and to upgrade the building systems to meet current needs as a collaborative learning environment.

Supporting NAVFAC in Washington, DC

CFX partners provided the following positions: structural engineers, mechanical engineers,  electrical engineers, civil engineers, architects, fire protection engineers, Construction Managers (CMs), schedulers/estimators, engineering technicians level IV, mechanical engineering technicians, facility support contract technical document developers,  clerks level III, occupational health and safety managers, information assurance/risk management framework personnel, cost engineers, and electrical engineering technicians. CFX has supported work across the National Capital Region (NCR) with over 100 task orders to date.

Supporting USACE in Fort Moore, GA

CFX partners, under their current USACE Savannah AE IDIQ contract, provided site survey, full IFC design, RFP creation and construction phase services for a major renovation to the MEDEVAC Hangar Building (2941) at Fort Moore. This facility houses predominantly Blackhawk helicopters and associated equipment used for medical rescue missions. Because of the critical nature of the mission, the building had to remain operational throughout the design and construction phases of the project. The main feature of the renovation was to install a high expansion foam fire suppression system in the facility. Before the renovation, the hangar was only protected with two deluge sprinkler systems – each protecting half the hangar. The change to the foam suppression system led to considerable necessary alterations to electrical and mechanical systems.

Supporting USACE in Fort Bliss, Texas

CXF provided on-site construction phase services for a new hospital replacement at Fort Bliss, Texas, including personnel to perform onsite assistance and guidance to the field office.  USACE tasked CXF with providing onsite project management to provide administrative support, review of contract documents and submittals, onsite interpretation of plans and specifications, and evaluation and expertise of construction for conformance with applicable building codes and contract requirements. Due to the expertise of their onsite team, CXF was tasked with providing daily evaluation of construction methods and materials, evaluation of job site safety, and evaluation of construction progress.

CXF analyzes policies and procedures to determine where gaps exist and develops corrective actions. CXF assists in the creation and adoption of new safety and occupational health policies and procedures. Leading OSHA-required inspections, CXF document results and forwards any compliance issues and investigates any near miss, fire incident, or accident to determine the root cause of the accident and addresses the issues. CXF worded with USAID to develop and prepare comprehensive program manuals and training on safety, security, radiation safety, occupational health, industrial hygiene, fire protection, and more.

The CXF Subject Matter Experts (SME) work with the customer to evaluate current processes and field operations and determine what additional technologies, processes, and systems may be needed to improve operations. Our SMEs evaluate the current case and create solutions that will enhance productivity, customer service, streamline operations, and the agency’s overall readiness profile.
