Chenega-Salas O’Brien JV, LLC ( CS JV), is a Small Business Administration (SBA) approved Mentor Protégé Joint Venture, combining Chenega Architecture and Design Solutions — a rapidly growing Design/Build (D/B), construction, professional, and design services company — and Salas O’Brien a top architecture and engineering services firm delivering facility design, planning, construction management, and commissioning firm. Our JV was formed to accommodate the U.S. Federal Government’s worldwide mission requirements as a Prime contractor capable of self-performing and providing our customers a direct communications link to to both D/B and Architecture/Engineering (A/E) firms. This process eliminates integration risk and maximizes cost efficiencies.

The CS JV has successfully conceptualized, scoped, planned, designed, cost-estimated, implemented, and performed follow-up measurement and verification services on federal projects. We confirm system build and performance are in accordance with owner requirements. CS JV ensures our systems deliver expected energy savings for more than 20 microgrid projects across the CONUS, for the US Army, Navy, Marine Corps, Air Force, and other federal agency clients.
The CS JV technology design team is well-versed in the latest technology applications and is poised to support the future with our expertise in systems integrations, the application of Building Internet of Things (BIoT), and developments in machine learning and artificial intelligence. The leadership of CS JV have 30 years of experience helping to develop leading-edge design standards for various corporate, academic, and federal campuses.
The CS JV successfully supports the US Air Force’s Foreign (USAF) Military Sales (FMS) F-16 Program worldwide. We deliver secure facilities to include the design, build, and renovations of five secure facilities on three separate Air Bases in Taiwan for the USAF. Our design support services include site surveys and assessments, geotechnical surveys, project scope development, and a site survey report resulting in 15% design. Design includes 35%, 65%, and 100% design drawings and specifications; 65% design in-person review; as-built drawings; cost estimates; and test plans and construction management and administration.

Chenega provides validation of design by others, materials, equipment, and non-personal services needed to identify, procure, deliver, install, configure, test, operate, and turnover an integrated Audio-Visual system, IT data, and IT Network supporting the new ten-story FCC HQ facility. In furnishing these products and services, Chenega provides all necessary management, supervision, personnel, materials, supplies, and equipment and plans, schedules, coordinates, and ensures the effective performance of, and conformance to, all aspects of the work. Provide design validation for the secure portion of the facility. Provides design validation for both the AV and IT Network systems. Integration of all conference room video displays, cameras, shading controls, lighting controls, conference audio, and video controls into the high-end conference tables in each room.
