Navigating Complex Challenges: Randall Bethea’s Impact on Army Strategic Basing
Chenega IT Enterprise Services (CITES) welcomed Randall Bethea to the team on October 1, 2025, as an Operations Analyst in support of their Technical and Management Advisory Services (TMASS) contract. In this role, Randall serves as an executive assistant to the Deputy Assistant Secretary of the Army (DASA) for Installation, Housing, and Partnerships (IH&P), a key position that contributes to the Army’s infrastructure and strategic basing mission.
IH&P operates under the Assistant Secretary of the Army for Installation, Energy, and Environment (IE&E) and works closely with senior Army leadership, other military services, and federal agencies to manage real estate property programs. Its responsibilities include Military Construction (MILCON), global strategic basing, housing initiatives, facilities sustainment, restoration, and modernization. IH&P also oversees privatized and Army-owned housing, enhanced use leases, intergovernmental support agreements, and lead initiatives like Barracks Task Force to maintain quality infrastructure and living conditions for soldiers.
Randall brings a wealth of leadership experience from his distinguished 22-year Army career, retiring as a Sergeant Major in 2023, and his recent tenure with the U.S. Senate as Lead Contingency Planner, Lead Trainer, and Rehearsal Manager for the 60th Joint Congressional Committee for Inaugural Ceremonies.

Despite not having a background in engineering, architecture, or real estate, Randall’s infantry-honed leadership and problem-solving skills quickly made an impact. During the recent government shutdown, Randall identified a stalled effort to consolidate IH&P offices from three floors to two, a move complicated by space-sharing with Headquarters, Department of the Army (HQDA) staff and resistance from stakeholders.
Taking initiative, Randall worked closely with the DASA to resolve the impasse. Within a week, he delivered a collaborative solution and timeline that satisfied all parties, earning praise and a handwritten note of appreciation from DASA, Ms. Christie Smith, the Army’s lead for all strategic basing in INDO-PACOM.
Randall’s ability to navigate complex challenges and foster cooperation exemplifies CITES’ commitment to excellence and mission success. The CITES team is truly grateful to have his expertise and leadership on their team!
